Why must I enable notifications in order to enable "auto sync past due" alerts?

In order to notify you when an auto sync is past due, the app requires permission to issue notification alerts or banners.  When the app prompts you to grant it permission to issue notification alerts, select "Notifications" from the screen below:

Then enable either "banners" or "alerts" as shown below:
